Bolivia National Referendum Electoral Monitoring

James Cooper and Yerko Ilijic were ACCESO electoral monitors in Santa Cruz, Bolivia for the January 25, 2009 national referendum on the Andean country's new Constitution (which passed with some 61% support but not in Santa Cruz Department). "We want to observe the electoral process for fairness but also wish to observe the observers - like the OAS (OEA), the European Union and the United Nations.

Our election monitoring vests were far better than theirs!" explained Cooper. Ilijic, a Bolivian national, and Cooper, a Canadian national, represented Proyecto ACCESO and provided media commentary for TV stations around the region.
